		<description>I&#039;m sorry Henri, but we have to let the results stand. Environmental Graffiti conforms to UEFA rules, which means never ever changing a decision ever. That being said, you&#039;re absolutely right. There are some important environmental points i&#039;ve missed in Monaco&#039;s favor. I was aware of most of them, except the carbon neutral one, but space and time constraints really do limit the amount of information I can present in one article. I must admit though, I really do think you still have to give it to the Vatican. Monaco has some astounding environmental policies, but the pope has the type of world changing power that the Prince of Monaco just doesn&#039;t, and Benedict appears to be using it for good. Don&#039;t worry, the MEWC will likely have a few surprises up its sleeves, so there may be hope for Monaco yet.</description>

Monaco has reduced bus fares to one Euro to reduce carbon emissions, upgraded her station, provided free bikes for commuters and is considering a traffic congestion charge, with the aim of the whole country (albeit one square mile, but bigger than the Vatican) becoming Carbon Neutral.
