		<description>It seems to me like the problem is the City Council, not the company.

I don&#039;t really think corporations can credibly be held up to any moral standards today when the framework under which they operate - the laws promulgated by our society - actually encourages this form of behavior.

You see this time and time again; the problem isn&#039;t with the actions of individuals, entities, or organizations. The problem is with the legal and social environment which permits and enables this form of behavior.
